I'm an over person, however, either way works ultimately. You get the same issue with loading some commercial roll holders too, and in those cases one way typically works better than the other. As for getting to the end of the roll, use it all up, and have the replacement roll within easy reach to replace it when you run out.
The "over" method is easier for cats to unroll, and for small people to reach when the mount is a bit too far for the toilet. The "under" is easier when the mount is too close to the toilet. A vertical post is easy to use and refill, but you have to make your own.

I wanted to be an evolved being that just carried on with life not getting mad about these things but no, I can’t stand the “under” situation. It either stops the roll from rolling or breaks the paper before you wanted to break it. I flip it if I see it this way. Even if it’s not in my own house 😳
As I've talked with others, I've noticed a trend - either they care about this issue and do it the right way (over obviously) or they don't care and don't notice.. I haven't ever met someone who actually cared about it going under....
I’m an over person, and when I was first dating my husband I noticed his parents always had it going under. I used to “fix” it when I was there. I finally asked them why they did it that way. They said when they lived in Brazil that’s how you did it. The reason was, if any creatures decided to make a home in there you would see them as you rolled the paper out, thus preventing you from wiping with the toilet paper and bug inside. I still do it the over way and hope that never happens.
Oh gosh, while visiting with a neighbor, she said you have got to come in here (to the bathroom) and see what I have to deal with! A family with 5 kids, all high school and college age, and one of them had balanced a full roll of TP on top of the empty roll rather than taking the additional 10 seconds to actually put the full roll on the spindle! What a hoot! I'm a widow on my own now, and I leave the roll until it's all gone and then grab a new one from the vanity (right next to the toilet) and put it on. The over way, always the over way.
However, a friend's toilet roll hangs really really close to the toilet bowl. In such a case, "under" may be the better method, to minimize chances of the roll unrolling *into* the toilet bowl.
Lots of people have already mentioned this, but the patent for the toilet paper roll clearly illustrates the installation of the roll as OVER! When you load it under the end hides behind the roll sometimes, sticks to it, and then you have keep turning it until it finally shows up.

I am at a stage that if there is even a roll within reaching distance, I'm grateful. this, of course, also doesn't mean that I won't throttle anyone who leaves the spool empty (BTW: we have a mysterious person apparently living in our home named 'Ida know' who empties TP spools and leaves dirty dishes and glasses all around the house.)

Exception: If you have a cat or a toddler, you have to put it under or they can/will unroll it in a millisecond.
The other exception is cats. They will unroll in the same manner as a toddler.

You can see the end of the paper when it's over. When it's under you have to search.
I should have added another option in the poll: “It depends on whether or not you have toddlers and/or cats.”
I use the "under" way to keep my cat from unrolling the whole thing. The over way is better because the pattern on the TP is there.
